Etsy is like eBay for handmade/vintage/craft supplies sellers.
They have recently introduced promotion codes but they are specific to each sellers 'store' as they are created by the seller. As far as I'm aware they don't have generic discounts as etsy is just a sales platform not a shop.
Have a look at the etsy forums as a lot of sellers promote their codes on there (which will only work on their store).
