I have been offered an Abbey 2 yr fixed 4.88% with £799 fee added to loan, £1300 redemption for the 2 yrs

sounds nothing special to me. just changed with nottingham to 4.9% for 3 years with no fee.0

Nobody can really tell as you have not posted any figures of what you are currently paying.
Also needed would be property value, mortgage needed, term etc
This way we could see if it is worth paying the high arrangement fee or not - don't forget you will probably pay an exit fee to leave your current lender (who is the lender and what is that fee?)
