    The fact that the OP has stated that he put in a claim by phone today suggests he has not had a straightforward answer. Surely anyone with any knowhow at The JCP could have advised him straight away that he is totally wasting his time if he wants to claim IB JSA.

    The fact that he's allowed to put in a claim suggests they are uncertain of the circumstances and it being either accepted or not.

    The question was answered in the first response yes, but only from your perspective. There are however, contributions from others that cast doubt on the first response and look at it from a different perspective, with supporting evidence also.

    As has been said, the OP seems confident that his savings are inaccessible. If this is the case, and he can provide supporting evidence of this, a decision maker may deem that benefit is payable until such a time that the OP's funds can be released.

    Equity in property for example, is not instantly accessible as the property has to be sold and this takes time. If in the meantime the claimant has no income then benefit may be payable. It is rarely straightforward and 'grey areas' do exist...and there are provisions in place to address such uncertainty.
  • OP here. For those interested, the outcome of my application was that inaccessible savings do not count towards income based JSA and I am now in receipt of both JSA and housing benefit. Getting JSA was pretty quick and straightforward, but dealing withy the council for housing benefit took much much longer.
