Im on the sick advice needed

Hi im on the sick and for health reasons I cant go back to my job as HGV driver and really don't want to stop on the sick.Im still employed buy company.
I want to go self employed with help with the manual side of it.I don't have much savings but Im looking to sell my car buy a good van use savings to have website built to help generate work.I no theres work for what Im looking to do (not courier) so thats not my problem. The problem I have is debt.
I owe the CSA about 5k for back payments as Im now looking after the children in question and currently pay back £5 weekly
When I was working I was paying back £15 weekly.
Also a very old debt 14k witch Im paying at £1 per month.I no they would do an early settlement but not sure how much probably more than I can afford.
The worrying problem I have is if I go ahead with self employment once the website goes live the CSA and my other debt is going to come knocking wanting loads of money witch I will not have as I could go weeks months with out any work/money as its allwase hard in the beginning as you no there s no reasoning with the CSA when they find out your circumstances have changed I don't no what to do for the best.Yes the money has to be paid but don't want them to squeeze to hard. Dose any one have any advice thank you..
