Can't really help then ... I'm afraid. There normally has to be a rational reason for a refund (extra allowance due / change of job with a break in between etc)

In your sisters case - as I've said before - there may be unused allowances in the year she ceased work that may be worth exploring. But time is short if that was in 04/05, as the guillotine comes down end of this month.

If you want to test the depth of the water .........don't use both feet !
