Retired Grandparent Gift

Hi experts.
Looking for some advice on how a retired grandparent (in 80s) who pays income tax can gift some money to a newborn child in a tax advantageous way.
Child's parents aren't particularly well off.
It sounds idyllic, but they are married and live in Turkey (English Mother/Turkish Father) and would use the money to register child with British Embassy.
Thought about deed of convenant, but such things are not tax-reclaimable for a long while now.
Any suggestions gratefully received.
