Can I get a off set mortgage

Complicated one but here goes
I am fortunate enough to have just sold my business for £150.000 the current outstanding amount on my mortgage is £150.000
Now for the complicated bit.We recently moved to a new country due to my wifes ill health so obviously we are not on the electoral register.The tenant in our house covers about half of the the mortgage payment each month so ov=bviously we are losing a fair bit each month
Our current deal(5 year fixed at approx 5% ) ends in June 2012.Will being off the electoral register stop us from obtaining an off set mortgage?
We dont need the money yet and we wont get more than 3% if we put it in the bank but if we pay the mortgage off now we have an £8000 penalty to pay(I know I know)
Any advice would be gratefully received
