my mum who is 63 owes £3000 to inland revenue..help!

Sounds like she received a lump sum payment for State Pension. If she was not liable to pay tax when you add all her sources of income together (ie pension, occ pension, state pension etc) then none of the lump sum payment is taxable. If she is liable to pay tax then all of the payment (ie £17000) is liable to tax.
Ex HMRC dealing with PAYE/SA0 -
If her income is less than £17k a year and she's a pensioner, she could contact Tax Help for Older People which is a charity dealing with exactly this sort of problem. They can help her through it, including checking what she's actually underpaid.0

It would help if you post the P800 figures - as earlier suggested? As the ones at post #3 don't make any sort of sense.
That would help an informed decision as to how you proceed.If you want to test the depth of the water .........don't use both feet !0
