other options apart from consolidation-Help please?!

As somebody who has benefited tons from all the advice on here and, in a much better place finacially. I wanted to pass on some information and help a friend who is in a mountain of debt. To make a start on reducing her interest we applied for her to get a 0% card and a stable relationship card at 3.9% so she could transfer her overdraft and high interest rate card onto them. So far she has been rejected for the 0% card and has not heard from the other card as yet. We think that the reason for the rejection is that she has just moved house. My friend also has 4 different loans, Her main aim is to reduce her monthly payments as they are too high for her at present, and she is struggling to pay her tax bill( she is self-employed.) She had an offer from mint for a loan at a good rate, she is a mint card customer already, but again was turned down. Is consolidation a good idea here? I think her current interest rates aren't the lowest, but i'm worried that as she is self-employed she won't get a good rate. In total she owes about 23000 she has a good wage but is currently at a quiet time of year work wise. Thanks in advance for any advice, I don't know how to help her furthur except I have got the address for her to get a credit report and numbers of 2 debt counsellors recommended by this site. should she try for consolodation or are there other options??
