New RBS fixed rate - good timing??

Noticed today that RBS have a mortgage fixed @ 2.75% until 28/02/13 which has no fees or tie ins.
Its offered to those needing to borrow up to 50% of property value and you get £250 cash back.
Its clearly quite a good rate but is it the start of a cherry picking exercise designed to cream off safe bet customers from other lenders?
I'd value the opinion of MSEers - fix now or wait?!
