I'm sorry if this is in the wrong place, but I'm not sure where to post this or if any can help.
Someone moved out of my current address 13 months ago, and yet they have still not changed their address with the creditors they owe money to, they continually call and write, and even though I say I don't know where they have gone, they continue to harass us.
Is there anything more that I can do? Is this not technically fraud? I'm at my wits end, and short of going on a stake out to where I think they are, I have no clue what else I can do.
Any replies would be appreciated.

With the letters, mark them all with "Not known at this address", cross through the address on them and put them back in the post box.
With the phone calls, this could be classed as harassment. Not entirely sure how you go about stopping them from calling - there are template letters on here for stopping calls if you are the debtor - but as you're not, I'm not sure it would apply at all!
There's a possibility that once you start sending back the letters, they will update their records.
Another option is to get your telephone number changed - a slight inconvenience to you as you have to tell everyone about the change - but it means that the creditors are no longer able to call!

I have tried all of this, but they dont seem to change anything. All letters are posted back as RTS, and phone calls I say that they are now harrassing us, but nothing.
Changing the number is going to be a last resort, but I will definatly consider that!0 -

I've found this template letter that you may be able to adapt to suit your needs:

I would suggest that the content be changed to be similar to this (my changes are in blue - feel free to change/discard as necessary!):I am writing in relation to the quantity and frequency of telephone calls that I have received from your company, which I deem to be personally harassing.
I have verbally requested that these stop, but I am still receiving calls.
I notified you that the person whom you are chasing no longer resides at this address and I have no knowledge of their new abode. However, I continue to be subjected to your harrassment and I must insist that you cease your communications to this address and telephone number and direct your efforts towards locating the new residence of your client by other means.
I am of the view that your continued harassment of me by telephone puts you in breach of Section 40 of the Administration of Justice Act 1970, and the Protection from Harassment Act 1997.
If you continue to harass me by telephone, you will also be in breach of the Communications Act (2003) s.127 and I will report you to OFCOM, Trading Standards and The Office of Fair Trading, meaning that you will be liable to a substantial fine.
Be advised that any further telephone calls from your company will be recorded.
Request the names and addresses of the companies that are 'phoning you and the dates and times the calls are made.
For each company, send them the above letter (by recorded delivery) and allow a reasonable time-frame for it to filter through - I should imagine that 10 to 14 days should be sufficient.
If the communications do not stop, then process with your complaints to the above mentioned bodies, using your log of calls as evidence.
I don't know if the above will work - I know very little of the law and regulations other than what I have learned from the good people on forums such as this one - but fingers crossed it will make them sit up and listen to you!

Check the electoral roll to make sure you are on it and that the previous occupants are not.
With regards to letters the creditors are legally obliged to send some letters to the debtors last known address (eg default notices, notice of court action etc) so you will probably struggle to stop all of those (but do just keep putting them back in the post box with not at this address or similar on them).
With the calls I would try Hax's suggestion above.A smile enriches those who receive without making poorer those who giveor "It costs nowt to be nice"0
