What a right mess

hello
Ive just joined to get some advice please.
I live by myself at the moment and suffer from Bi-Polar and dont work at present and my only income is Income Support with a Disability Premium. I am keeping well and my medication has made a fantastic impact on my life and all is well.
I have a lovley boyfriend who helps me with everything when things get a bit tough and we have been talking about moving in together.
I have just been given a lovley 2 bedroomed flat in a sheltered complex with supported care and this costs £170 p/w made up of rent support charges and well being charge, I pay towards some of it and most is paid for by Housing Benefit.
I have always known that my boyfriend has a lot of debt but he came clean about the amount £56k:eek::eek: yesterday. Most of this was what he took on when his ex wife ran off with his 2 children and he has just coped by burying his head in the sand till now.
All his utilities, gas/electric/water/rent/phone etc are up to date and paid for, he owes £4k to Santander for his car which is paid up to date and is on month 41 of a 60 month Hire Purchase Agreement.
He earns a very good wage of £26k clear of tax a year, but for the last 18 months he has not paid anything on his debts, even bought some new things cash and now has come clean with me to the extent of his debt.
He will most probably get a IPA/O with his excess money and almost certainly a BRO/U with the way he has ignored paying his outstanding debts for so long and going on holidays etc.
Having taken advice from CAB and CCCS they have advised BR as an option as he has no assetts to protect no house etc and only his car which he would need to keep as he would need some form of transport due to him having difficulty in walking.
We would like to move in together before he goes BR and in light of the current changes in the IPA/O arrangements we are wondering if the OR would allow the rent to be the £170 p/w that it would cost him if he moved in with me plus the usual expenses of a couple. I would lose ALL of my benefits if he moved in.
His spending has only changed since he confessed to me last month, and I would hope him to go BR in March 2011 so that he wouldnt be subject to a Nil Tax Code IPA he worries about his work finding out his financial position, we know the car would have to go probably as by then he would have paid 44 of 60 payments and not allowed to pay anymore.
It will be hard but 36 IPA payments and a reasonable living allowance woud be preferential to his sleepless nights and the phone calls and letters he has been getting.
Just wondered if such a high rent would be allowed by the OR in the circumstances.
