I've just seen this on the Vodafone site. You can order 1 or 2 free SIM cards. Recently they were £2 on the website and more in stores.

As a side note, if you know someone on Vodafone on a contract or you could add it yourself on PAYG/contract, you can setup Vodafone family which allows free calls between the numbers you add, either a group of 4 or 6 members. Each call can be upto 1 hour, then you can just call back as if you go over 1 hour it will start using credit/minutes or actually charging more for the call after your minutes are used, it works between all numbers on the program (Must be Vodafone numbers), it's £5 a month for 4 members and £7 for 6. The best thing is that it's anytime.
