6 years full work history with gaps explained - help!

I've lived abroad for the past 8 years, and have had only sporadic periods of employment - I am also useless at keeping dates on those times I have worked.
Is this now a legal requirement for agencies to check? I have a complete clean criminal record, and would be more than happy to provide some work references/character references, as well as paying for an enhanced disclosure - apparently that isn't enough!

It's administration/customer service work for companies such as M&S Money and MBNA via an agency. I've worked at both places before, albeit a long time ago now (about 7 years).0
