Length of time at address when applying for loan

Hi
Will be applying for a mortgage soon as am hoping to move very soon. Thinking about applying for a smallish (circa 5K) loan to take care of decorating, new sofa etc if I find a place. But if I've just moved in what would be the chances of getting a loan - do most places like 3 years or whatever at an address before considering a loan? Would I be better applying just now, paying off my only credit card debt (2K) and using the card to pay for stuff, or would the loan look worse than the credit card debt when applying for mortgage? And then there would be a credit search against me I guess if I go for a loan before applying for mortgage <confused>
