Do I have to pay shipping for an item I never recived?

So I ordered some stuff from a shop's online store and payed by credit card, but they messed up my order and sent the wrong items. I warned them multiple times they got my order wrong and they ignored me and sent me the wrong stuff anyway 8 hours after my last warning.

However, the wrong items never even arrived because they put the wrong address on the package too, so the postal service returned it to them.

They then asked me if I want them to resend it and I said yes but send the right items this time. Then they replied and said they wanted me to pay shipping a second time for them to fix my order and send it to me.

I think this is unfair because they messed up not me, for all I know he sent my package to zimbabwe (even though I intended to return it because they sent the wrong stuff), if I refuse to pay them again for shipping and end up doing a charge back for my items, including the first shipping payment if they refuse to send my package, would that be legal?

Do I owe them a second shipping payment?
