You can just do it without buying any package. They'll just tell you: find a product to promote, join google adwords, place adverts .... when people buy things you'll get paid. Simples.
What they don't tell you is: you need to know how to pick the right product, you need to work on improving your advert writing skills, you need to invest a lot of money up front to pay the advertising bill for your adverts .... and even if you do happen to miraculously actually be any good at this then .... the site you send them to needs to have no 'affiliate leaks' and they need to be good at converting the traffic ... and even then .... you can wait up to about 60 days before you're paid.
It is quite simply: affiliate marketing, using Google Adwords PPC.
Cost: Heaps
Expectations: High
Chance of Success: 1% at best.0 -

£19.99 set up fee ..
See, if the forum had the ability to make the noise of a needle being pulled off a vinyl record, that'd be the point it would happen
Any "opportunity" that requires a payment up front for "training fees" or "set up fees" is a scam ..
In fact, the rule of thumb should be to assume they are all scams until such time you can gain conclusive proof to the contrary.0 -

It's a scam, the website is registered to:

Uses ads like the example below, leading to fake news websites:"The happiest of people don't necessarily have the
best of everything; they just make the best
of everything that comes along their way."
