Agree with the person who says that Women are not as good at self promotion.
With regard to having time away from employment to raise your children then you could always cover this by saying "Career Break" but state the positive things you have done.
The skills you have are equally valid whether they are used for paid or unpaid work. If you had to "volunteer" as a helper at playgroup or organised fund raising events, coffee mornings and jumble sales then these are still organisational skills. Also if you have access to a computer and have mastered some keyboard skills or packages then don't forget to mention that as an achievement and an administrative skill. Hopefully you will come up with a few more to add. Don't be modest.
Also if you have been away from the job market for a while then it is worth going along to your local library for some books on CV writing, letter writing and job hunting as well as interview preparation.
