Help and advise re car loan

My sons bought a car in 2005 and he is still paying it off as he did not pay all if the monthly instalments on time.

He has received a letter from DLC (direct Legal & Collections) who I believe have taken over the debt from Hillesden Securities and previously I think was Capital bank Ltd.

They have said that he still owes them £1863.91. He requested a breakdown of his payments and which they have provided but looking through it they have charged him for the following:

Documentation fee £134.00, Acceptance fee £135.00, credit facility fee £50.00
Admin arrears charge, FBS Letter cost, FBS collection cost, Unpaid direct debit cost £25.00 x 47

At the bottom of the reconciliation sheet it says £1913.00 less rev addit int £55.05 = £1857.95 less cancelled option fee £50.00 = £1807.95 less Rev cost charged £1294.87 = £513.08 less Bad debt w/o = 0

Does this mean that his debt has been sold on to another company and they are perusing it. Also how does he has to pay it all or can he just say that he can only afford to pay them £40 a week.
