Csa help

I first claimed to the csa in september 2003, my effective date (when they first contacted ex) was October 2004. I have never had a penny from CSA or ex. After 3 years, they finally sorted my case out, i am clerical as they 'couldn't get me on the system'. I gave up for a few years as it was just one excuse or mess up after another. June 09 I moved house and i informed them by letter in Dec 09 in the form of a complaint and informing them of my new address. I never received a response. I rung them in june this year and was surprised to learn in oct 09 they got £500 out of my ex as the bailiffs went round. (Case is also with the enforcement Team). As this went to my old address i was made to sign a form to say i hadnt received the cheques. They later confirmed they hadn't been cashed and was promised numerous times new cheques (despite me asking for it to go into my bank) were went out in august and i would recieve them by beginning of september. That date passed, kept getting fobbed off. Eventually spoke to this guy who called the person who supposed to have sent out the cheques and found that they haven't been sent at all. Theres some magical error on the system that wont let them pay it to me! And if that wasn't bad enough i spoke to my case worker at the enforcement team the other day and hes told me he knows where hes living and has found where hes working, hes called payroll and hes still there and wants to do a deductions of earning of 40% from him and has emailed the clerical team in bolton and they aarent answering emails, despite them being read. I sent a letter of complaint in last month which they havent replied to. Its getting me really frustrated now, i havent had a penny in years. Theres a liability order in place for 5.5k from 10/04 - 01/09 which he owes from that period. Everyone knows CSA are useless but they have £500 of my money that they wont pay me and they have all the details there to finally get him and no-one can be bothered to do what they're paid for. Enforcement said they cant go to court untill exausted every avenue first but clerical bas***** wont do their job! I called the independant case examiner and they said they cant look into it until i have received a response from my complaint. I never get replys, no-one ever rings me back. Its grose incompitance. I wanna go for it all now as i really have had a gut full, my phone bills are huge. I wasnt compensation and my arrears as an advanced payment. Please help as i dont know where to go next.

I filled in an ICE complaint form anyway and it was amazing how the complaints team at the CSA woke up and began to do their jobs.
Bolton, now there's a stunning array of incompetents(I mean at the CSA, not the town!). Plug away at it, you have to view it as a full time job, even if you already have a full time job! Please do not confuse me with other gratefulsforhelp. x0 -
I got my MP involved, and got compensation, and arrears paid by the CSA themselves, ex got off scott free! Not impressed with that part, but at least I got what was due. They were very quick in sorting it out with my MP involved. From then on had regular payments til ex stoped paying last month....0
