These are september figures.
Presumably, he has access to internal data for October so far..... And may well have been referring to the current state of the market rather than this data which is up to 6 weeks old.From the latest report it would appear 56% of surveyors did not report any price falls.

Peter May of Minster Property in Wimborne said the market had acted as if a tap had been turned off.
"The general talk of cuts in government spending appears to have caused the fragile confidence in the property market to be shattered and this very much looks like we are heading for a double dip in the housing market," he said.
Double dip confirmed! Although the second trough will be much much lower than the first.

So, Hamish doesn`t mind if some parts of the country is experiencing house price falls, but other parts aren`t ?
Halifax : "House prices fell by 5% last month".
RICS : "House prices are falling in 99.5% of the country, this looks like a catastrophe".
