I ve had a letter from the IS asking me for the name and address of any third party who paid my br fees. Why do they need to know this and is it normal to ge this letter?

If the OR has reason to think that you may have borrowed them, then they could be added as a creditor.
In theory, if any money was recovered from your estate, then they may get some of it back.Free/impartial debt advice: National Debtline | StepChange Debt Charity | Find your local CAB

We had to confirm and sign a form from the OR stating that we did not borrow the fees. I think it standard pratice.I'm no expert, but i'll give you my opinion, my support and my experience. Its all i have.

Some times the person who provided the fees gets some money back if there is enough money in the estate.
The other thing it could be is that the IS does statistic collection for the government sometimes. For instance DRO's were brought in for a section of society for whom bankruptcy was unobtainable for the high fee. Somewhere along the road there would have been statistics collected to decide where to but the barrier etcHi, im Debtinfo, i am an ex insolvency examiner and over the years have personally dealt with thousands of bankruptcy cases.

Thanks it does say at the bottom of the letter that its not a matter for concern, but I always worry about everything. I have receipts from the court which I will send copies of.0

I was specifically asked by the OR at my interview how I'd paid for the BR fees, as I told him I had saved up the money, I didn't have to sign anything particular about it.0
