can anyone help me understand this?

My ex is paying child maintenance (DEO) monthly, next month he will start a new job, so i asked him if that was not gonna stop the payments (cancel the DEO) and he said no because he will still be on the same payroll, is that true, or does he need to inform csa that he is changing jobs?

Why don't you beleive your husband?
Imagine if you worked at a large supermarket on the checkouts, and got a promotion to store manager, then you have changed jobs, but not in a sense to contact the csa. If he was changing employer, then that may have some effect.0 -

It could be that the employer will be the same as some companies have one 'main' name and smaller branches that use different names and the employee would be paid by the main company.
However, if he is really changing to a new employer, then the present employer has to notify the CSA when he leaves. He should also inform the CSA himself. A new DEO will then be set up for his new job. This took more than 3 months when my ex changed jobs and the missing 3 payments were added onto the substantial arrears that are already owing. So be prepared for not getting payments for at least a couple of months.0 -
I would write to the CSA and tell them what you know. If he remains with the same payroll, no problem, but if he doesn't (as has happened to me) then they will have to do a tax trace to find out where he's working, unless he tells them, which will delay payments.
It is also not a foregone conclusion that the DEO will continue, IMHO if someone has got a DEO it is for a good reason and should continue, but my experience was that they CBA until I made an issue of it.Please do not confuse me with other gratefulsforhelp. x0
