Help needed about suspension balance

We are due to complete our 25yr mortgage with the bradford&Bingley BS and have had a letter that tells us they need to keep £100 suspension balance because we have another home loan with them that completes it 25yrs in about 6 yrs time. Are they allowed to do this? We are due to pay a shortfall of a few thousand but have not had the final total as yet. We have an endownment policy with the Standard Life. We thought the house would be ours after the 25yrs but are not sure about this suspension balance. Before we start phoning around, any help would be most appreciated.
Thanks
