Windows installer eating all my space :-(

Hi all
My laptop seems crippled for space so on recommendation
Downloaded
Jdiskreport via computeractive web site
It tells me that Windows "installer" folder is taking up 25.9 Gig of my hard disk space
Why so much ?
Is this normal ?
Can I get rid of any of it and if so how please ?

Download and install the Installer Cleanup Utility package
Once installed, go to: C:\Program Files\Windows Installer Clean Up to check if MsiZap.exe is in there. If it is; pop cmd in the Search box above the Start Orb, right click on the top choice and choose 'Run as Administrator'.
Once the Command Window opens, edit the line where the cursor blinks to read(you can copy and paste this if you like): C:\Program Files\Windows Installer Clean Up\MsiZap.exe G and then hit the Enter key.0 -

All I can see in the file is three icons
msicuu.exe
readme.txt
Msizap.exe
so where exactly is this start orb ?

Because all I can see is an icon

Yes, that is what I meant. Whatever possessed you to double click on the file? Certainly was not within my instructions.0 -
Sorry if I type cmd into the run box a black command box comes upright click on the top choice and choose 'Run as Administrator'.
The text does nothing if I right click
