Lead tenant retaining other's deposit

My partner and her former housemate are in dispute over a certain bill, the housemate is the lead tenant on the contract so the DPS will be returning all the deposit to them. They have said they will be deducting the disputed amount from the deposit before returning any of it - can this be challenged?

Yes. Your friend can take the lead tenant to the small claims court if they fail to return money your friend believes belongs to them.0
