problems with maintence in my leasehold flat

I wonder if anyone can help me i have been scouring the net to no avail
I live in a leasehold flat (not X councill) I have lived here for 8 years Since i moved in the state of the place has gone down and down When i first moved in the councill used to cut the lawn Then they stopped I asked them why and they said they have never done it in the first place. Ok So since then Iam the only who cuts the lawn which brings problems to itself as I am dissabled. There are 8 flats in the block and there are only 2 flats which are occupied by the owners all the rest are rented out. To me it seems that there not bothered about the state as they will allways get paid the same money whether what it looks like. There is a communial passage with a front and back door made out of wood which is so rotten that it is falling appart . they locks dont open from the inside which according to the law is a fire hazzard. And also the roof is leaking in the common areas causing damp and rot. I have spoken to most of the landlords and they agree something needs to be done But as there is no legal high ground they just keep fobbing me off. The mangement company who collect the ground rent are also very unhelpfull They say it does not come under the lease. I dont know where i stand if anyone could help me id be very gratefull
