pay as you save for energy conservation

Hopefully the government will start to roll out pay as you save schemes in the near future for energy conservation measures. These are loans which cover the cost of any energy improvements with the cost of energy savings theoretically covering the repayment. This loan is passed on once the house is sold.
Does anyone know of a timeline for rolling out these and the conditions of the loan (are they interest free?), or if they are worth waiting for if I sell my house in the next few years?
This scheme might save a significant amount of energy and costs for consumers overall. Unfortunately it seems to have been eclipsed by the inappropriate middle-class microgeneration craze which is expensive and saves little overall.

I'm sure I've read somewhere that the Pay As You Save scheme may come into effect from April 2012 which is when the FiTs payments drop for the first time.
