making a complaint about unauthorised payment

Hi,
My bank is over drawn by £45.72, It has now shown up as Cash Genie & Lending stream, I have just entered a DMP and have informed them of this but they have taken money out any way
Can they do this? I havent said take the money out my account!
How do I make a complaint? Who to ? and What to say?
