Mortgage Re-valuation

Just wondering if anyone can offer some advice on this situation. My locked-in period is coming to an end in about 6 weeks and I've been to see my mortgage provider (Britannia) to look at switching to get on a better deal. They've told me they use the Halifax House Price Index to re-value the property or I can pay to get a valuer to come out give a specific property valuation. I decided to check what the Halifax House Price Index valuation gave first as if it was enough to put me in a better LTV ratio to get the deal I wanted I wouldn't need to pay for the valuer. The mortgage advisor gave me the valuation right away but said its only for Quarter 1 and they are expecting quarter 2 results any day as they are usually uploaded about 6 weeks after the quarter has ended. Its now a month later and about 11 weeks after Quarter 2 ended and their system is still not updated and I'm being told I should just pay for the valuer. Its getting to feel like I'm just being told the system hasn't been updated so I'll pay for the valuer. I've asked if someone can just let me know why there is such a long delay and what the target is for having the system updated. Any advice on what I should do?
