Parking Ticket Valid?

I've been issued with a ticket my permit ran out in a council car park. The new one was in the car but behind another one. I was going to try and appeal i have written a nice creepy letter stating that permit had been inserted incorrectly behind another and not on display. However, i am also now wondering if the ticket itself is valid as the parking signs all clearly state a fine of £50 - in big red letters outlining why you are liable for a ticket, but the ticket itself says the fine is £70? i have read that under the road traffic act they must state the fine payable. Can I get them on a technicallity like this? It's Liverpool City Council. :cool:

And add pics of the front AND BACK of the PCN (all the small print but blank out your car ID). Can you also show them a pic of those signs, or find the car park on GoogleStreetView and link it to pepipoo?
Most posters who go on that site with a Council PCN get the PCN cancelled in the end. But I wouldn't send an informal appeal admitting the right permit was 'not displayed'. How about saying that both permits were 'on the dashboard' and enclosing a photocopy of the right ticket? See what pepipoo say first though...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
