Very Rude Bailiff

Hi all,
I had a Bailiff Removal letter posted through my door yesterday along with a Form 7 Notice of Seizure and Inventory of Goods regarding a £290.43 unpaid Council Tax Bill.
I contacted the Bailiff who as very rude and aggressive and agreed to pay the amount in full by Wednesday 22nd September.
What happens if I am unable to raise the funds by then?
He also outlined at the END of the call that is was being recorded - is this allowed?
What are my rights if I am unable to raise the funds by Wednesday?
The Form 7 Notice he posted listed my car which is currently on hire purchase - he is unable to seize this as a result right?

It recommends that you copy your finance agreement and send it with a letter to the bailiff's company (recorded delivery). You should also ask them to remove levy fees.0 -
my friend had exactly the same thing last week, but it was first he had heard of the debt as he hasnt been at the said address for a year!! but is named at the same council for council tax at new address!!!

he paid it over the phone the next day only to find out the bailiffs had already called at the old address!0 -
It's an invalid levy. They can, however, charge for a visit (£24.50 IIRC)
If you can pay them the CTax owing, that's fine.
If you can't, they cannot legally intefere with a car you do not own. Do not allow them access (under any pretence) to the inside of your house.
If they can't levy they are limited to fees for two visits - £24.50 and £18.000
