    plumber is in the flat upstairs, turning off the water as i now have it seeping through the ceiling!! only drops, not a river but it's icky and brown.

    your local council should have Parking Enforcers who can deal with cars parked where they shouldn't, including disabled bays, i think Beanie. In the UK, anyway.

    The problem is that at the mo AFAIK they cannot be legally enforced.
