            i have bought these, and they are classed as tote bags, as they are made out of thick plastic, with fabric handles - slightly larger than a sheet of A4 paper, and are definitely strong enough to be used over and over again
what most people would class as a party bag, would be made out of polythene, and thin like a carrier bag, and also alot smaller in size, designed to be thrown in the bin, after one use

They may be classed as tote bags but the term 'tote bag' to me (perhaps it's cos I'm old!
 makes me of a fabric bag for carrying shopping/books etc... (like the ones on Play) not a bag for giving a childs gift in.
However not OP's fault as it is described as a tote bag on Littlewoods under the Party stuff.

tote bag, means a bag that has a single compartment, and doesnt have a closure at the top. what its constructed from would have no bearing on whether it was a tote bag or not
the party bag reference, was just a suggestion on what these bags could be used for, ie something a bit better looking than just plain wrapping paper, and more substantial than the standard paper/card gift bag you would buy, to put a present in
