Virgin Wines free delivery - are they or aren't they?

Anyone know if the free delivery IS just for orders over £80, or a special offer for all?
The homepage doesn't explain it too well, particularly the box on the right. Is delivery usually free for over £80 and this is a special offer or what?

The delivery charge seems to be added upon ordering, contrary to what this bit says:
