Yes, and whilst useful, the OP was directing his/her enquiry on information on PPTs rather than the cold calling aspect. They are not a scam. The inlaws must be somewhat interested for the OP to be making further enquiries.

Yes and I dare say the reputable professionals are wise to that.
If you do something with the explicit documented reason of avoiding the means test, then it can be included in the means test.
In any event, the person would be dead and therefore not be the one requiring requiring care and being means-tested.0
