Bristow and Sutor

Can someone give me some advice?
Ok here goes.....
I owed the council various amounts of council tax from two previous addresses totaling about £1200 Bristow and Sutor tracked me down to my current address and posted an intended seizure of goods to which i didn't respond. They then turned up knocked on the door and because i live in a shared house one of the tenants let them in but they couldn't gain entry to my bedroom because the door was locked and i was at work. He then spotted a car in the drive which belonged to me as the housemate told him this and levied the debt on the vehicle. I then contacted the above and arranged a payment plan as i had agreed to sell the car to one of my family and didn,t want it seized. The agreed payments were £70.00 in july and £245.00 for the following 5 months i payed july and honoured August but due to losing a part time job have not paid in september. I contacted B&S today to explain my circumstances and to ask for a stay of execution until payday as i also work full time butas usual they want £100 by the close of plat 2moro and £145 by the 20th.
I guess my questions are ...
If another adult has let them in and not the debtor what rights do B&S have?
If the levie was on the car which is no longer mine and legally belongs to someone else what happens?
If i haven't signed anything at all other than make a verbal agreement to repay where do i stand?
