Qrops frozen pension

I have a 27 yr old BT pension that has been frozen for 17 years.
I now live in China and wish to transfer it under QROPS.
Accenture, the trustees, say that because I am 63 I can not do this, even though I have not purchased an Annuity or taken a drawdown, they say it is the rules of the trust...Is this legal and right
