is my CCA a CCA in dispute?

Couple of questions which I am trying to get my head round.
Background
I asked for my CCA's back in Jan and in Feb/July and August received either terms and conditions (Barclaycard) and Docucments although signed clearly state application form (Capitol One and others).
All were sent well beyond 14 days No one sent me anything headed credit agreement credit as yet I have not responded to any one as I was not sure if these were the documents I needed. Having since read through the threads I see that it would appear that they are not.
Question 1)As they have not sent the the Credit Agreement but I have not responded further is this still classed as a CCA in dispute?
Question 2) if the answer to above is yes, can set-off be appled to it?
Question 3) if the answer is no have I run out of time to send them the next letters as advsed on these threads?

Q1 ) No, they have merely failed to supply the CCA in the required time. Until you state its in dispute, it is not in dispute!
Q2 ) Banks can off-set without a court order, the lack of CCA as far a si know is no different. And even if they legally can't which i am sure they can, they would do it anyway regardless. Ensure your income is not with any bank you have debts with!
Q3 ) Your not out of time, just send the CCA in dispute letter - http://forums.moneysavingexpert.com/showpost.html?p=33791811&postcount=10Although no trees were harmed during the creation of this post, a large number of electrons were greatly inconvenienced.
