Do you need a National Insurance Number to make Tax Self Assessment?

Hi,

a neighbour of mine recently moved from the republic to NI, but is still employed in the republic. As he has never before lived in the UK he has no National Insurance number.

To declare his Irish Income he has to make a self a self assessment of his Income every year. He is now wondering if he needs to just get a tax number from HRMC or if he needs to apply for a NI number.

When I moved here I straight applied for the NI number, but as he has no plans to claim anything from the state he isn't too keen to go through the complicated application/interview process for the NI number.

Any input much appreciated.
