Getting a loan on student funding

I want to get a personal loan to consolidate my 2 credit cards and career development loan. I owe £3800 on my Career Development Loan, £1400 on one credit card and £4300 on my other credit card.

I can find plenty of unsecured personal loans that would bring my monthly payments down and allow me to pay them off within 4 years.
BUT
I am not technically employed, I am a fully funded PhD student. This means I receive £12300 a year, tax free.
Now this is the equivalent of earning around £15,500 a year but I cannot get a loan because of my student status.

My funding is guaranteed for 3 more years but I cannot work more than 6 hours a week while receiving it.

Can anyone give me any advice on how to get a loan?
Thanks
