Problems with my son's laptop !!

Hi,
Would be really grateful if anyone could help as I have absolutely no idea with any kind of technology!!
He switched his laptop on this morning and went onto the internet. The page froze so he tried to log off and start again. It took ages to log off and now we are left with a blank screen but the on/off switch is still lit up as if the computer is on. You can also hear a whirring noise as if it is still running.
We have tried to switch it back on again but nothing works. Any help would be greatly appreciated.:o

Make/model? What OS?
Can you reboot into Safe Mode (tap F8 at start up, choose safe mode with networking)?No free lunch, and no free laptop
