My employer started paying in blocks of 15 minutes about 2 years ago so when I was 5 minutes late a month or so after they introduced it I went up stairs and made a coffee and clocked in at the correct time for the next 15 minute slot. I got some funny looks from my collegues but my boss didnt say a word.
Strangely enough they decided shortly afterwards that they would allow some payroll discretion (ie, if its a one off they wont dock you but if you are a repeat offender then they will stick to the letter of the rule).:A:A:A:A:A:A0 -
If they are clocking in with a card and are over three minutes late they are paid for 3 1/4 of an hours work very common practice . However they usually do it the other way if over time is approved to the beneefit of the employee . This is not a deduction he is being paid for hours worked. May I suggest the person arrives on time or just a few minutes early in order to clock on.0

Most factories still use the clock in system .0 -
I think the 15 minute rule is stupid, my old work place (Asda) had a clock in system, and done it to every 5 minutes I think. But we often worked late, but didn't get paid, so if you clocked in 1 minute late and clocked out 1 minute after your shift ended you'd get 5 minutes deducted. Which is ridiculous. It should go on how many minutes you do, even if it is to 5 minutes, so if you clock out late you should get paid for it.0

Presumably they wanted you there at a specific time, which is why your pay would be docked.0
