Well for my XP copy of iTunes 7 I would do the following:

1) Save the file to your hard drive by right clicking on the link to the mp3 file and selecting Save Target As (IE) or Save Link As (Firefox)

2) Locate the file on your hard drive and then either

a) drag and drop the file into the main Music/Library view of songs in iTunes
or
b) (my preference) in iTunes select the File menu, select the Add File To Library option, find the file on your hard drive using the Add To Library dialog box, select the file and then select the Open button

and voilà ... it's in your music library
