I tried from a landline and I did google it aswell but nothing came up. I think it said something like 'topup' as the name.0

These numbers belong to https://www.topupcall.co.uk, if it works ,and it does NOT appear to now, you would not been charged anything if you have inclusive/free geographical minutes on your landline/mobile to call these access numbers .
As they are just normal common or garden geographic landline numbers **.
The 3p announcement was probaly because a 0844 number piggy backed on to one of the numbers.

Techincally not true, I've managed to use it from a landline and it worked fine.0 -
As these are landline numbers is it effectively very cheap or free international calls from landlines too.
e.g. can i use 18185 to get a long call to india for 4p0
