    Good afternoon: the boiler installation requires a Building Regulation Compliance Certificate which I'm assuming you have received for the first install but not the second. I'm also assuming the system in the rental wasn't flushed and the rest of the central heating left untouched e.g. pump, valves, controls etc.

    Gas is a fire hazard and life threatening, that's why they insist on having Gas Safe registered engineers doing the work. The landlord has compliance obligations, which you can only prove by having paperwork, in the forms of compliance certificate , and annual safety inspection report.

    You can get away with paying cash for most things, but not gas appliances. If a tenant dies from gas, do you think the plumber will put up his hand and say he did it? If the house burns down and the insurance company demands a compliance certificate, are they going to listen to your baby delivery story ?

    My regular plumber is far too busy to do his paperwork, so it can take him months before I get a proper invoice. His work is fine, but I always insist on having the invoice before giving him the cheque, otherwise he will never bother.

    By the way, the Scrappage Scheme voucher required the Gas Safe registration number of the engineer, with name, address, telephone number and his signature. When you submit it for payment, you must include a copy of the invoice.

    Nobody wants to deal with paperwork, but if something goes wrong, you are !!!!!!ed without it.
