Help with debt

Hi

My girlfriend has got a lot of debt (utilities all of them) from when she lived on her own before she went to University.

She wants to start paying them back now and has arranged payment plans with most of them. The original debt though has gone up by a lot with interest payments. Obviously being a student funds are tight, most of the loan goes on accomodation and the part time job covers living costs.

The main point of my post though is can they charge interest and if so, is there set amounts? From reading around they can charge interest if it was in the original contract. Surely utility companies can't charge interest or am I being incredibly thick?
