fat-soluble detergent

i was wondering if anybody knew what a fat soluble detergent is, the reason i am asking is i have bought a stainless steel smell killer, (you rub your hands with it and it gets rid of smells) but before use it for the first time you wash it with a fat soluble detergent

Any washing powder or washing up liquid in hot water will do that.
