District nurse not responding

:(I cannot contact my district nurse, managed to get a phone number where you always have to leave a message, this I have been doing for 6 months now with no response.
The receptionist at my GP surgery keeps saying all she can do is phone or fax the same number but nothing happens.
My doctor tells me that he is unable to help as the district nurse is outside his remit.
The district nurse must be answerable to somebody?
I phoned up the NHS helpline but I got the same response

Try contacting your Primary Care Trust, I'm sure they'd be interested in this.

I know this may sound obvious, but are you leaving your phone number when you leave a message?
You'd be amaxed how many time we get messages left either just giving a name Mrs X rang, or even just a first name but no number to ring back on. Or the message is hard to hear.
Speak slowly and leave a phone number.
Alternativley as some one else said contact the PCT. Pref the PALS dept they will follow it up for you and find out what is going on.
