Well first of all you broke the terms and conditions of both eBay and Paypal when you joined. Neither Paypal nor eBay have done anything wrong by you signing up, because you lied when you joined.
Secondly under UK law minors are not usually bound by commercial contracts. If you bought food, clothing or some essential service on eBay (very unlikely) then you might be liable. But since it seems you owe them for fees, the contract is not automatically enforceable.
However, that doesn't mean you're off the hook. If eBay decide to they could ask a court to ratify the debt, meaning that when you turn 18 you would become liable for it. In practise this is extremely unlikely - it would make no commercial sense for eBay to chase you to court for £45.
If possible, you should talk to your parents and ask them to pay. You could pay them back in installments. If you really can't pay, you should write to eBay and the debt collection agency telling them your age and explaining that you cannot pay. You might include a scan of your birth certificate to show that you aren't lying. If you need help writing the letter, ask here.
Do yourself a favour and don't try to defraud the world's biggest companies again - it's more trouble than it's worth.0
